Yeah, I had to have at least one little joke about how much it the original game really made it seem like this was going to be Nyarlathotep and's not.

Fun fact though, way back before the first Arena game even came out, I actually was posting on message boards about how given Kagutsuchi's mythology and connection to Izanagi/Izanami he'd make a good villain for one of these spin-offs.

I still agree that the first game suggested it would be Nyarlathotep behind it all. Fans of the series might think so since it had to be someone powerful and he was the big bad of the first two games (more or less). But Persona 3 had only a few references to the first games while 4 had none I can recall. Given the likewise lack of Philemon I don't see any reason to expect him to show up as the villain of Arena/Ultimax. Especially since the fans of only Persona 3/4 wouldn't know who he was.

To be fair, pretty much all of the scenario writers changed during the six year period between Persona 2 and Persona 3.

There was absolutely no one left to work with, and have a proper understanding, of the Persona 1 and Persona 2 cast.

This lead to a major overhaul -- or an evolution -- in number of elements in the games and a number of characters to be left behind (although referenced on occasion in Persona 3).

That said, I totally thought it was going to be Nyarlathotep as well.

i think Hi no Kagutsuchi, is more unstable than the others otherworldy beings there've been(?. Take for example the 'craving for death', or humanity's evil thoughts. As people are by nature social beings, you rarely stumble upon someone who really wants to isolate themselves. Most of them are afraid, have suffered trauma, want protection, haven't had chances to interact, etc. But the will is inside them somewhere. That's why i think, compared to Nyarlathotep, Erebus, etc, Kagutsuchi's collective resolve is inclined to stumble.
